If I'm following the raws correctly it's likely humans mutated to different creatures some keeping their humanly features (anthropomorphic characters) but some turning fully into creature. It's just that HOW UNLUCKY YOU ARE TO TURN INTO A FUCKING LICE-LOOKING CRITTER.
