Seah's dying wish was that someone would help the mermaid because after her death, he went crazy and wanted to kill, but if he lost control he would become an evil god, so the dragon granted her wish and helped him. He uses the mermaid's elixir to take over the sea in place of the mermaid as well, apparently.
