Man this is a twisted way to get justice. After his whole world got turned upside down he saw the only way to fix the corruption was from the inside out. Accepting that the justice he would get, out weighed the sins he was about to commit. All this at the cost of his own morality. He knew there'd be no turning back.

He was damned if he did or damned if he didn't. He must have wondered how many more people could he really save being a righteous officer. Now that he knew just how corrupt those in power were. He probably thought about all the road blocks he'd meet and how many more people he'll fail to save. Just like how he failed to save his friend.

In that moment his friend was going to get raped. He must have believed he had only two options, 1.) let him get raped or 2.) break his ankle, spare him & prove he isn't a "cop". But either choices he still couldn't truly save the friend. And that must have been his realization of did he ever have the choice to do the right thing. Or what would have been the righteous choice? But there was another choice he could have made...

Option 3.) to beg Tae-gun to spare his friend and for him to take his place. Whether or not he'd allow it would be up to Tae-gun. It wouldn't be the best option, but if he wanted to remain on the righteous side of being an officer it was a choice he could have made. Yet he saw no other choices available to him in that moment. Tae-gun was the Devil who wanted Yi-hwa to fall from grace. And indeed he fell.
