Not always, but usually it would the opposite way around and I think it just fits their dynamic and personalities so well. The emperor calmly supports Ras with his magic occasionally and his position as emperor, and Ras crumbles kingdoms and brings benefit for Chariot by using her fire magic and plans supported by her hubby
