As stupid as Bellesac is, he is also a convenient weapon. The Lombardis can now openly oppose the Empress in the pretense of saving one of their own (though really, they should abandon Bellesac bec he is hopeless)
The Empress still thinking that she is up against Rulac Lombardi is so delicious. At the meeting she will realize, it has been Tia all along.
