its not clear that he actually victim blamed the bottom, from the looks of things both of them have different perspectives on the past and the top is frustrated with the way the bottom is so negative about everything and is wasting his life away for his dad, the first step into the shabby apartment, the noodles from the bottoms job, how the bottom can work all he wants but would never be able to afford his dads medicine, it probably reminds the top of how miserable the bottom still is because of his dad.
the top genuinely loves the bottom and probably has some sort of mental issue with obsession and that led to him trying to kill the bottoms dad to end the bottoms suffering in highschool, the bottom however doesnt know that the top reciprocates his feelings (unsure here if the bottom confessed back in hs and got rejected or not story is vague there) so in his mind the top was a close friend turned bully in his eyes which leads to the present, in the coming chapters it might be a long miscommunication arc, or the top confesses that hes liked the bottom all along and the story might end quickly
I guess but I don't think he would SA or blackmail him if he genuinely loved him
