No, TJ wouldn't use Ian as a sacrifice. Ian is saying that Jamie is using him as the fall guy because he sees that TJ is obviously being set up and framed as the killer of Jamie's brother when in fact it was Jamie's boss who planned that hit. Jamie is mourning and wants revenge because he thinks TJ took someone he cared for, so now he wants to kill Ian as that payback, an eye for an eye sort of situation.
