I read this theory a while back here, that Victor care the least for heart because back when he was with Henry(alive), Victor never truly fought to get Henry's heart. He kept Henry at arms length but, never reprimanded the other for his sexual deviancy. He was content with having the guy at his side even if that guy's heart was somewhere else since Victor gave up to be Henry's lover before even trying. In another perspective this stance Victor has taken back then is basically him being content with Henry's body by his side.
From what it looks like, Victor loves the Henry that stayed by his side when everyone left him. He fell for Henry hard but since he only have Henry, he permitted Henry to do whatever. He didn't want Henry to leave him. Arguably Victor didn't really "love" Henry as a person either but grew to love and be obsessed of his presence. Prob deluded himself that Henry's the only one that can care for him and stay by his side = obsession.
Y'know that obsession some people have for the persona/character/image played by an actress, idol. They love the persona this public figures show in front of the camera that offer them comfort etc but, not the real person itself.
Ofc this is just a theory tho.

Is it possible that Victor seems to care about Heart the least (if at all) among the three because he resembles Henry the least?
Like Head looks like Henry so obviously he’ll like him most. Now Dick reminds him of Henry because of his sleeping around with people and that cruel desire to get whatever he wants. Compared to those two, Heart is always so kind and affectionate to Victor and seems to genuinely care about him. But despite that he still doesn’t care about Heart so maybe it’s because his behaviour is so unlike the Henry he knew when he was alive. So Heart’s behaviour is so out of character for Henry that Victor doesn’t see him as a part of Henry at all and that’s why he doesn’t care about him.
But I don’t know maybe Victor is just a masochist
