Yeah, it's a bit blurry, but based on the dialogue, I would assume she saved up all before entering. So, she probably graduated high school, but then was saving up.
Not mentioned entirely but its normal in a provincial life to be in your 20's and still starting college, especially if you have to save up money so you hve to stop a year or two.
