First of all the promise from ch.123 that time Ruby was A CHILD, less than 15 years old. She said she would stay forever with her BROTHER, but that ugly weirdo took it in a disgusting way and was blushing over his minor sister when he was 24, than in ch.124 he’s blushing and gets turned on just because Ruby hugged him because she was crying and she needed comfort, and instead of comforting he orders her to do as he says so she will return to him, than he reminds her of the promise which our Ruby obviously doesn’t remember because she has just reincarnated and he wh*pped her cuz of that.. just because she forgot a silly promise. Not to mention it’s obvious C*sare doesn’t want to get punished anymore and tries to make Ruby do whatever that trash father of theirs orders them to do so he won’t get punished.
