I think Andrew should tell Luke Coz, the way he is going it feels like he is isolating Luke from his friends. Yes some friends hold malice but in social setting even then you have to continue to be nice so a heads up would be nice. I am 100% on Luke's side he is an adult, so he can make his decisions and he isn't fragile glass baby that will break. He would be more happy if Andrew tells him which will make their relationship more stronger and stable.
