The reason they're being deployed is because they just pissed off the crown prince, she just said it's supposed to scare them.
As far as the duke, I think it was implied he has/does already contribute(d) in a major way? Both in the war itself and also as a ln espee factory.
Im confused, why are we sending non experienced children to war now? If the duke is the strongest s class esper, why does he gets the luxury excluded out of it. The crown wants to win the war, why sacrifice their most valuable asset??
Overall this story is okay, besides some plot holes, it an easy read ig.
