Main points to remember:
1. The mad Doc has control over all the guides life.
2. The mad Doc can't be touched nor be taken the risk to threaten his life. (Why? Ull know more below)
3. The Esper even our ML who is an SSS range esper can't do anything to him at the moment. (Why? Ull know below)


Point 2's "Why?"
= The doc cannot be touched for he controls the life of the guides which includes all the guides witthin his range. The moment he feels that his life is at risk or he is being threaten he can easily make any of the guides to die instantly by controlling them. In just a few secs snap of a finger he can make 10s or 100s guides to die in an instant which is very risky for those who have been bonded with an Esper. (Recent chapter showed how he control 2 guides and killed them with which the guide's Esper when crazy)

Point 3's "why?"
=Our ML taking the risk to kill the mad Doc basically means killing his own guide even after knwing the consequences. As I've said above, if ML tries to do anything, hundreds of guides will lose their life including his personal guide which is why he's staying put at the moment waiting for the right opportunity and time.
