This chapter is simply a delight.
I want to cover what I loved about it from my point of view. I might be putting here my own interpretation, so feel free to disagree :)

First of all - Shima has shown amazing development here. He doesn't hold contempt to the guy that wronged him and even expressed tenderness towards him. I wouldn't say Shima necessarily chose to forgive completely. He chose to let go.

This brings us to the next point - the clarity of letting go.
Our brains can be full of thoughts of past wrongs and woes. When we let go our minds become clearer. Space clears up.
Shima feels at the start it's the time to confess - the grips of the past are not as strong anymore. I can do it!

But the moment he sees Mitsumi studying - I think he experiences the following shift:
I love this person and want to be with them -> I love this person and want them to be happy.
That doesn't mean he doesn't want to be with her anymore, but he sees Mitsumi in a deeper way in a sense.
After he thinks "She didn't notice me at all", few panels later he seems to have the face of coming to a realization while looking at her.
Mitsumi is no longer just a person who makes him feel happy. She is a person on her own that he happens to love.
That too, is a beautiful way in which we are shown that letting go has aided him.
The world is less about you when you let go - you manage to see people a bit more deeply, a love them more.

It's expressed in my opinion the best in the candy he chooses to leave for her. It's a token of love - one that he knows that will aid Mistumi and will make her feel happy.
Shima may still be a bit sad - but he looks content in the panel where he talk with her on the phone.

Essentially what we see in the chapter is Shima laying down some of the bricks that were missing before in the foundation of their love and a lot of self development.
