I don't think what the ml feels towards the emperor is love. He doesn't love ho, he is just obsessed with obtaining his apology. He is desperate to hear the emperor admit he did wrong, that he's been evil, and mc wants him to feel his same despair.
MC thinks that this simple death is too merciful thus wants to keep him alive in hope to obtain what he actually wants: an admission of sin.
