Why do you assume she can hire guards? Maybe she can't... (maybe women can't legally hire guards directly, or foreigners can't, or maybe she knows she can't do sth like that without her husband finding out and ruining everything...).

That can mean she has to get official permit from the local government to hire her own guards; otherwise, she can only hire them illegally (not a good idea when she knows her husband is using whatever dirt he can find on her and her family) or through some other local she can trust (not many available) because she can't use her husband' guards in this case (since they obey him over her)
