He IS neglected. By the king. It's literally in the manga, his chambers arent being visited because the king favors his concubine. And as the OFFICIAL husband, it is his responsibility to bear an heir. Without an heir, his standing isnt secure. It's all politics when it comes to all these. That's like, the point of these harem nonsense. Why you see in other manga how the official / first wife would harass the concubine / second wife and their offspring. Power comes from being favoured by the king.

If the concubine bears heir over the queen, their influence and power is as good as gone. People will curry favor to the concubine, instead of the queen. Crown Prince, will be informally the concubine's son. And if there are factions backing the two (which usually there are) the concubine's faction will gain more power in the country. That's why the queen is acting out, and why his rancid actions towards the mc makes sense. This is literally explained in the manga, and it's not like the manga is complex... If you don't understand that, this conversation is over.
3. The conversation is not about love, stop making that the focal point and start understanding the manga instead. If you people can understand spoilers, surely, you can understand the manga.
