The main reason Tia keeps rejecting Perez is because the Lombardis cannot be the head if she become the empress. It would completely contradict her goal if she chose Perez. Second, Tia believes that Perez will eventually end up with Romana, just like in the original storyline. You can see it in the chapters lol she’s indifferent when Perez makes moves on her because Romana is there. My jelly Tia!
My theory is that they will reach their goals first. Once Perez becomes emperor, he’ll change the rules or policies so the head of a family can marry the emperor without losing their title.
