I bet it's not even about any power play. The brother got him the highest position in their religion to keep him safe in his little religious world. But hormones will hormone their way into making you horny so it's useless in the end. AHAHAHA!

You got an innocent brother who only lives in the stories from the holy scriptures of love. he wanted to be a normal clergy but you got greedy for power and he's pope. while outside the home dirty rumors spread, your brother falls in love with a generational enemy, your brother has come to you asking to quit and that his heart was broken, you sent him off to a vacation and he got kidnapped, he was on his way to a nice cozy retirement and he got kidnapped, turns out he got himself pregnant and the baby daddy believed the dirty rumors of your poor innocent little brother. Best to keep him at home in his room with the best care and food while being pissed off. Who else but the most powerful noble family beside the royal family to provide care, and surely better than a fool of a king who didn't know how your little brother never had even held hands romantically with someone and believed dirty rumors and your instinct of the pregnancy was totally him.
