So far what im getting from this specific plot is, esper and guides are separated from regular civilization. They don't interact with each other so their views in life are different. That's why mutants are killed because they aren't brainwashed since they come from regularsociety. They fear the views/morals of the mutants will spark a change in the espers and guides that grew up in the military at a young age.
