he does early on, they break up in chapter 13, but technically he does cheat if that's what you were wondering

Basically bottom wants top to sell his boxing gym so he can reclaim the land because top’s gym is the only thing stopping him from doing so and impeding progress for the congresswoman bottom works for (and does dirty deeds for, like getting rid of people). Anyway, top then says he wants bottom to have sex with him, then he might do it, bottom thinks he’s crazy but eventually caves because he’s at his wits end and desperate to get the land reclaimed
