Correct me if im wrong but garon didnt kill roha's mother directly but he was responsible for her death nevertheless I mean he did order the imae genocide so that he could build a palace on that mountain. Not excusing his shi but he's your textbook psychopath whos genuinely devoid of emotions / cant feel them for the life of him. Novel goes really in detail about these and he tells roha to teach him guilt. To stay with him and teach him remorse and other feelings so that he can become human.
