It wasn’t revealed yet what happened. The mother is definitely dead but smth happened with the daughter that made him think she could be alive.
He cut his hair after losing his wife and daughter, this happened AFTER he left the Imperial Palace and BEFORE he met Geon again as an adult.
My personal guess is that he was extremely depressive and was told a lie that his daughter could be alive, this lie made him hopeful again and he got out of his funk, then he lets his hair grow again and that’s when we meet him at chapter 1.
Ok, so there is something I don’t understand, last I remember about Sam in terms of his family was him wanting to find his daughter. Right? He still had faith she was ok?
