Is the elven king a he/she? She/he looks very androgynous and awesome

It was explained some chapters ago that elves don't have genders and kinda become males or females depending of the moment or something like that, like when they fall in love or need to leave descendants, one becomes the female and the other the male. The example they gave was that in the novel the king became a male as he fell for the novel's FL.
