I wanna say it has something to do with human form not understanding animal language because of human ears. But animal form makes it easier to understand. In both stories the species are closely to each other as it this couple is feline and yhe other canine so I would think they somewhat understanding body language which helps them communicate? However this chapter they are full blow talking lol so that kinda throws that out the window :3
Ig you could half explain in like that except it is shown in the canine's story how dogs from different breeds in their animal forms indeed can't communicate clearly :/

I thought that as time grew and they have listened to each other in their forms that they understand it more. Kinda like the more your around a person who speaks another language you start picking up on things and learning a bit of what they are saying maybe? Idk ¯_(ツ)_/¯
My only complaint with both stories is the author establishing from the beginning that you cant communicate clearly even between the same species but halfway through we get this interactions of them having full convos with one or both in their animal form
