Idk, but if i'm not mistaken it's been implied that people with 'normal' parents can awaken randomly. I think it explain why there's some people who didn't even know that they're an awakened.
Does it ever mention Jiwoos birth father? I know is mom is like off trying to protect ability users from getting abused by the governments/different organizations, and leaving him to fend for himself, but what happened to his dad?
