I think there's some parts that mistranslated and I think the reason why targa hide the fact seira has water power was bc she doesn't want to be use as a tool in the politics, especially seira is the emperor and targa's weakness. Seira's power would bring a lot of questions by having a lot of ability to wield it (creating rain and power formation as a defense) bc let's face the truth she's just a little kid and targa wanted her to live like a kid and not some pawn like he was. Which is why when he was a kid— targa got bullied for having a strong power, isolated himself and runaway in pretense of going to war. he's afraid that seira might face the same fate as he is. Which I understand the "she doesn't want to live" like a royal but a noble kid instead. Maybe im reading it into way too much but the seira haven't established a conversation (and if she did, she wasn't taken seriously) since she's still a toddler.
