i'm not sure if it can be used on android web chrome but you can try browser extensions like scan translator or torii for translating manga/manhwa panels. you can use this option if you're using desktop though. (some extensions' need to pay but theres several free ones)
or another way is to use opera browser, they have direct translation tools built in so its easier to navigate. (also available for ios users)
if none of this works on your phone, last option is probably just using separate translation apps. (google translate, canva translator, etc.) (for ct: save pics in docs > upload documents in canva translator for bulk translation. can use this method in gt)
idk if its still free but i used to translate using ismanga and scan translator. you can use scan translator for free by downloading it on github instead of chrome web! if u looking for paid extension, ichigo manga translator probs do u good, its $20 per month i think. fakey chrome extension also got free basic plan that allowed u to translate 200 image/per month. i think u can download extensions on mobile if u use opera since its chrome-based. i use orion browser for mobile extensions btw.
u should also keep in mind that theres several others translation extensions/apps that can be used but sometimes their users privacy is nothing but private unless they were an open source, so u need to be careful on this!
