Ngl this is a tough one because neither of them are in the wrong. There's different types of love and different degrees of love you can feel for someone, it's not just a black and white romantic-or-not kind of thing. And Mr Secretary was ok with being just friends until he wasn't and then put it on on Blondie out of the blue so now they're in a really weird position. It sucks for them both honestly.
