Its not incest
Incest isn't always about blood, it's like the fake incest from citrus but worst as they grew up together and considered each other as family.
It's the fact that their prior relationship is family that bother me. To be honest, I'm less bother by blood related characters that grew up separately rather than non-blood related characters that grew up together and considered each other like sister.

Worse part is that they considered each other as sister even if they aren't related. It's not like they weren't related AND weren't considered each other as family, they grew up together.
