I believe in the 2nd or 3rd chapter they mention those who have the eye of natam are forbidden to travel abroad because of cataclysmic consequences.. so how’s shuraka in leracal??
That's probably a rule set by a royal family. Now that Shuraka became the Padishah, he is able do what he want...Is what I think.
