I'm really wondering if Seimei is referring "that person" as Kuzunoha coz after all she left when when Seimei was young and iirc the reason was since Kuzunoha is a fox spirit, her existence shouldnt be known to humans therefore she couldnt live a life with them.
I bet it's also Kuzunoha. We keep getting mother-son relationship for serious arc like Miki & Nyuudou. My theory is just Seimei wanna reunited with her but with how human saw yokai back then it's impossible, that's why he wish for human and yokai to get along. Oh, also remember when child Seimei entering fox village? I think he tried to find her back then but to no avail.
