I could be wrong but maybe bc the Favela's lights were his idea, and Jaeyoung had an episode bc of those lights when he came to the club at the beginning of the story?
I believe this is *possibly* referencing to how they're both using the same stage name of Happy. Due to this, someone thought Jaeyoung was Seungmin and tried to drug him with the H-100 drug. This is seen very briefly within Jaeyoung's flashback after the incident first happened. I feel [all speculation as we don't have alot of info] that Seungmin is hunting down the ppl who made H-100 for some reason and in that whole mess Jaeyoung ended up getting hurt in the process from mistaken identity. That is why Seungmin is saying "I'm sorry. You got hurt because of me, didn't you"
However this is all speculation.
I assumed the one who drugged him was the one member of the idol group whom we didn't get to see his face no?
I agree with you as well. I feel he might be apart of the drug running ring that Seungmin is trying to hunt down. In the case of the other member, Seungmin did ask the girl who works with Jaeyoung about the member in the photo which could hint towards a connection between the guy who drugged Jaeyoung and Seungmin. In terms of why he drugged Jaeyoung, I unfortunately feel this is heading in the direct of unrequited feelings leading to SA*
