I didn't think Mayumi was off character in Children's Time. That manga was almost exclusively from Yutta's point of view, and we didn't really see all the reasoning going on in Mayumi's head. Like Mayumi thought in this manga, he doesn't put his emotions into words well. He was mulling over things in his head, half-assedly made a hurtful statement, got pissed because Yutta reacted to his actual words instead of reading his mind, and then got stubborn about it. Mayumi was being more thoughtless than he is usually portrayed, but he is still only a teenager. Even the most mature teenagers are thoughtless and prone to extreme swings in emotions.
What I like about this manga and Children's Time is that even when Yutta and Mayumi act in an extreme manner, the other tries to figure out the real problem is and supports the other. They are both still clearly mostly mature teenagers, and still a balanced couple.

As for Shuu.... He is still only in his mid-twenties. TBH, my parenting decisions at that age weren't always that great. On top of that, Shuu is still struggling with learning how to express emotions himself, even in areas without huge potential emotional land mines. Considering the hell Yutta experienced in his early life, I'm more surprised that they haven't had more issues.
So angry at Shuu right now. Yuuta always made Shuu his priority, taking his feelings into account when moving into some strangers home and getting imposed a new family.
There's really no excuse for Shuu. He knows Yuuta's background as well as his lack of confidence. But he still didn't want to go after him. And then he even got angry at Yuuta and slapped him.
TBH Shuu wasn't one of my favourite characters in this series, but I didn't hate him or anything. Now I just can't stand him. His half assed intentions with the big brother and now this? Yeah, no thanks.
What I did like was Mayumi. After whatever Kodomo wa Tomaranai was, he was again the same great character he was in the first two volumes.
I really don't know what to make of Kodomo wa Tomaranai after this. In the previous one, Mayumi was really off character and now he's back to normal? He doesn't even get angry because Yuuta is breaking his "forever promise" which was the whole problem of Kodomo Wa Tomaranai?
