Listen, THEYYYYYY both had this horrid look on their face when they saw Milo. THEEEYYYYY BOTH were wondering if that was even her because she wasn't pretty anymore. THEYYYYYYYYYYYYYYYY had no problem going straight for the puppies while Milo just stood their wagging her tail with gleaming eyes.

Well she is just a kid. Her expression was probably more of shock and horror, and she wasn't even sure if it was her dog. Her mother is more at fault here for throwing the dog away rather than reassuring her daughter that it was their dog and explaining her appearance. The little kid didn't even understand. That's how I view it, at least.
All they had to do was bathe and feed Milo. They took the puppies and abandoned their "beloved" dog. They suck ass flakes. There was nothing wrong with their pup. Just malnourished and ready for love. Gramps would've had her looking spiffy. THEN they wouldve wanted her back like Psycho Hoarder and the cat.
