Moon is probably on the run because she was helping sell information too.
And lest y'all get too spun up over her exit... the reality is she's a rather nasty woman who was originally out to get revenge on the prez by stealing his daughter. Even after she decided she liked the girl, there were several occasions where she was a straight up self serving b*tch.
I think it would take this story in a new and very interesting direction if the author has the courage to dump PD Moon and begin development of a new love interest.
