Uhh which district is Black Gang from again..? Like why are they so powerful

I'm pretty sure that they aren't a "gang" like the other groups, who are basically school kids
The Black Gang is an actual"gang" or mafia group. The school gangs are exactly that, school gangs. While the Black Gang isn't, instead it's actually much more serious and dangerous.
