It's actually always been a shounen-ai. Mangago just had it tagged wrongly as a yaoi.

I wonder if mainland china artists actually have yaoi series... It feels like would be hard to publish them on places that will reach enough people.

Actually there is, I've read a couple of Chinese yaoi from China (with smut and all). The main problem is that they have to go to some extra lengths to evade the porn ban in China, so the authors tend to post their smut in those extended images where you have to click on it to view, or they post it to private sites and then post the link to download to their followers. It works if you can read Chinese and know the authors to follow, but for foreign fans you mostly get the tame shounen-ai that are SFW to be published on manhua platforms.
