Hikaru was pitied so hard when she got murdered, but when she was alive and getting girls gangraped and manipulating them into prostitution, it was all swept under the rug thanks to her parents' influence. One of the girls she exploited was so damn anguished that she ended up hanging herself, but I guess to the police that doesn't really matter as long as Hikaru wasn't the one literally hanging her. The police just see it as a weak and selfish girl killing herself and a detestable guy killing two innocent schoolgirls.
