He gave Raziel his powers. And Raziel gave them to Sihyun. As was explained in earlier chapters. Sihyun also signed a deal with Mephisto, something else that was shown in earlier chapters. So I'm confused how this caused confusion.
Oh so he was referring to Sihyun I thought he was talking about Jungho, I forgot Sihyun also signed the contract to the devil.
