No, the 18 is korean age, which is either 1 or 2 years more than international age. Seunghee is a junior in HS so he's most likely 16 years old.
koreans count a newborn baby as one year old so seunghee's international age is most likely 17 (or 16 assuming he hasn't reached his bday). and the legal age for koreans is 19 as well. like you said if seunghee is of age internationally it would've been a non-issue but that's not the case here unfortunately.

i mean 19 as in the age they're recognized as adults. although yepp generally asian countries has a lowered age of consent (some as low as 12) but the fact that the guy is 30+ and he's 17 speaks volumes of how wrong it is to most ppl... & it all comes down to your own moral values anyway
