I'm not sure about Saints, but a Pastor is allowed to marry and have children.

It depends on denomination. In Catholic church Priest is not allowed to marry.
Saints are people who are in heaven. If it's saint Cecilia that I know about, she promised to God to stay virgin whole her life. (Didn't read this manga so I don't know what it is about)
