I thought he was really too mean, also. He did have to play an act, like "the big scary Yakuza" to scare them and keep them occupied, but he went super hard and gave the kid alcohol poisoning! Well, Niwa is... not very smart and I think he got carried away. Lucky for him, Ito is evidently very forgiving.
