He's always been this way, it's just a different situation. Also I get what you mean about him and the demons, since Emma and Ray weren't there anymore he basically met new comrades and made new promises to them. But I think it's also he's being more realistic than Emma.
tbh, i dont really like norman anymore (Norman stans dont attack me) it is probably because he's been missed out on so much of the story he's just like sort of turned out to be the villain and he is being a dick about the demons ect.
