it's a technique to show the isolation and thinking of one of the characters. usually it's them thinking over something/considering what someone said to them. kind of similar to a monologue. it's common in many manga/manhwa
Guys ok ok hear me out. I think the both stalkers are the same person like he has multiple personalities. On page 17 of chapter 28 at the bottom of the page you see he's sitting by himslef talking. He likes the same type of guys which are black hair men cuz the MC and his co worker do look something alike. So yes I think it's the same person with multiple personalities and changes his appearance for that personality something like Spilt the movie. ..that's my take .
