Yes the woman's parents or dad arranged it. And for the CEO I believe it's his Grandfather.
I'm sure they've already refused the blind dates multiple times but were harassed relentlessly to marry. That's why the CEO is so eager to marry. He thinks the MC's disguise is a perfect marriage partner who would not distract him from his work.
