Well her father is powerful and she can propose the idea of divorce. She is powerful enough to do that. Plus i am damn sure he would have agreed cause he want that freaking b***h to be his wife.
I think she said that she won't divorce him that easily, mainly that is because she want the Prince to suffer which lead to romance development again...
