Two of us in the camp now because that's how I've read this chapter too. The mighty Endeavor finally got to experience a very common rookie mistake: not being able to move because of fear. I doubt the previous him ever had to deal with something like that, and the just thawing Ice Emperor got the shock of his life that he could loose something very precious to him now that he started to care.
The interns got the drop on him because they had been experiencing this feeling since the very first villain attack from beginning of their first year.

I am curious as to Touya's story because he probably hesitated due to that.
It's different between strangers and family. I doubt he's every experienced that before now.
I actually think he was affraid of hurting him with his power, and saw in Natsuo's eyes the same fear he saw in Touya and Shoto when they were kids, and he froze. He has grown as a hero and now he knows finally the fear that heroes have to struggle: the fear of not being able to save someone. Before he jus wanted to win over All Might, now he wants to actually save people. Is good watch his growing but still I will never forgive him for being an abussive partner and father ┑(￣Д ￣)┍
I see no comments about the fact that Endeavor actually froze when he was going to act and crossed Natsuo's gaze. Deku, Bakugou and Shouto did all the job here while Enji was, according to the very last pannel, scared of losing his son.
Maybe my interpretation is wrong, but that's how I read this chapter...
