Well tbh there aren’t any rules as to how things work in omegaverse stories, there may be the general things that are known to be the same throughout all of them, but the author’s can change up anything they want to put in their world. Looks to me that this is kinda set more into a developed omegaverse world where in the past it’s normal to only be able to use pills to contain heats, but now that years have passed, it seems that people have discovered new ways to suppress heats=the scarf. The whole “being marked can only happen during heat” thing doesn’t exist here because the author didn’t want it to exist, it’s as simple as that. I mean there have been other stories where authors took out and added new things to their omegaverse stories (ex: one manga I read included a whole new gender that was way above alphas. Another allowed an omega to have two mates. One was where a previously marked omega was able to mate with a new alpha. And another was that an alpha x alpha couple happened.

Says specifically that omegas need suppressant to stop phermones (not scarves) and also talks about knotting to make on pregnant... which also isnt anywhere stated in the actual comic
Also states that omega must be in eustrus to become a mate
Lol I just looked up the title on top of the first page: “Tokyo omegaverse” on google and found that the first two pages belong to an anthology that’s not even translated yet xD. Though they might not be exact, the style is really similar and I have a feeling that I’ve seen the same set of omegaverse rules in other mangas before. Maybe the people who translated or uploaded the thing put it there as just a little quick reminder.
Its in the raws as wel hence why not translated... yes these set of rules are copy and pasted in alot of omegaverses doesnt change anything... they put the rules in the manga then didnt even follow them
