If there is it won't come from the USA. Our President is a selfish, irresponsible nutcase and the Vice President doesn't believe in science. They had already cut the budget for the Center for Disease Control by half and even with this pandemic there are plans to cut it even more. They had gotten rid of the pandemic office in the White House because who needs them when there isn't a pandemic. Going by their logic we should close all firehouses if there isn't currently a fire anywhere.
Obama asked for cuts to cdc 5 times during his two terms. He, like Trump, were denied by congress. The reason both presidents wanted the CDC budget cuts is because the CDC was allocating way more money to community grant programs than programs to fight and prevent infectious diseases. I happen to agree with both presidents on this. CDC has mismanaged their funds for decades. The CDC has had NO budget cuts and there are no plans to cut it. However, in my opinion, their office needs to be audited. There was never anything called a Pandemic office.
NSC Created the counterproliferation and biodefense directorate, which was the result of consolidating three directorates into one, given the obvious overlap between arms control and nonproliferation, weapons of mass destruction terrorism, and global health and biodefense. It is this reorganization that critics have misconstrued or intentionally misrepresented. If anything, the combined directorate was stronger because related expertise could be commingled.
So basically 3 separate offices were combined into 1 which made them more efficient.
